Her navy plans were based solely on her geographical situation, but the possible strength of the other navies detachable against Japan bad received consideration. The Naval Budget Estimates cover four new battleships, four battle cruisers, twelve cruisers, and other small vessels, torpedo equipment and oil tankers, estimated to cost 680,000,000 yen—Reuter.
