PRESIDENT'S MESSAGE. __ NO REFERENCE TO PEACE TREATY. WASHINGTON, Doc. 2. President Wilson’s message to Congress contains no reference "to the peace treaty. President Wilson recommended the Budget system of national finance, much on the lines of the British sysem, and the readjustment of tariffs to make them conform with the fact that the United States is now the greatest capitalist in the world. The President denounced profiteers and radical agitators who are keeping the country unsettled. The only way to cure real grievances, he said, is to remove them. The message recommended legislation to combat the cost of living, to deal with labor unrest, suppress radicalism, and facilitate the readjustment <?f the nation on a peace basis.
