In order to revive British coastwise shipping, and also to relieve rail congestion, a conference of Government representatives of various interests agreed to utilise shipping for traffic which before the war was ordinarily sea-borne. The Government repays shippers difference _ln freights until the rail rates are raised to the level of sea freights.
