General Gough, who is representing the Allies at Libau, had several stormy interviews with Von oer Goltz owing to the failure of the German troops to evacuate’ Libava in accordance with Marshal Foch s demand. The Germans continue intrigues with the Baltic land barons, who are offering German volunteers grants of land. Thus a considerable German force remains in Libava. The Supreme Allied Council sent an ultimatum to the Germans that they must evacuate by August 20. Serious trouble is developing 111 the Russian Armenian Republic. Kurds and Tartars captured two southern towns. The Turks are seeking to foment a big rising m the interior.
