MORE ABOUT FREEDOM OF SEAS. Reuter's Telegrams(Received July 25, 9.30 p.m.) AMSTERDAM, July 24. Vorwaerts learns that the Spanish Government has received from Germany Jibe following suggestions for a peace conference:— _ (1). Germany wants no annexations oi- indemnities in the West.
(2). The treaties with Russia and Roumanian cannot he questioned on the principle of self-determination of nations.
(3). Belgium’s fate and the Balkan question may be settled at tlio peace conference; also freedom of the seas and the dismantling of Gibraltar and the defences of the Suez Canal.
4). Germany to have, the right to use coaling stations. (5). The Colonial question to he settled on the basis of the . status quo.
