SEEKING TO ENLIST SUPPORT OF THE PACIFISTS. TWO VIEWS REGARDING BELGIUM. Australian ar.d N.Z. Oa-ble Association AMSTERDAM, June 25. Baron Kuhlmann, in the Reichstag, said that Germany could not bind herself to any pledge regarding Belgium. The Vossiscbe Zeitung asserts that if England had! not stood in the way Belgium would have learnt long ago by !direct negotiations that "Germany was willing to guarantee the restoration of Belgium. Only by direc-fc negotiations could Germany obtain a guarantee against Belgium becoming an instrument of England’s war intrigues. England could to-day have a _ peace which would not interfere with what she owns.
