•• WAIPIRO BAY. ; ENGINEER’S REPORT. In accordance with instructions I .visited Te Araroa and arranged for the alterations required at the jetty. I also visited Tututohora and. agreed with -Mr King Reed on a line at that place, ivfiich I think would be quit.e satisfactory if formed and would not encroach unduly on his yards : about 15 chains formation and two groynes, would be required at this point. I inspected-portion of the road from Te Araroa to Horoera, and consulted with some of the Maoris interested. What they desire is certain repairs to the present beach track so as to make a good line for packing and two footbridges to enable their children to get to ' school: the bridges would be over the Orutua and Waipapa streams; the one over the .Orutua to be available for crossing sheep and led horses. I estimate that £IOOO would be required for the works desired. I understand the Natives would be agreeable to raise this amount by way of special loan on their properties between East Cape and Tq Araroa. ,

Plans have been prepared and orders sent to'Auckland for the timber and ironwork required for the bridge over the Pakanuf stream at Waikura. Drawings and specifications have been prepared and forwarded to the. Public Works" Department for approval for the bridge and approaches over the stream on the Tapuwaeroa Road at Mark’s Cutting. Drawings and specifications have been returned approved from the Public Works Department for works-pro-posed to be done under Government subsidy on the Pukeahuirui road. These works include completing the' portion of the road left over last year by Mr McCracken and the forming and metalling of two bad portions of the road south of the elbow. Of the Government ■ grants still available for expenditure is the above £450, the grant of £2OO for the hos- I pital hill, about one half of which is now pavable, and, tlie grant of £loo' for the 'Karakatuwhero road. • There is also a grant of £IOO formerly proposed to be expended 'on the Kopuapounamu road between Mr Metcalf’s and Messrs Clark Brols. A proposal for this was approved by the Public Works Department, but the work was not gone on with in the first instance owing to lack of labor, and coiild not now be done as tlie floods have altered the line at this place. I would suggest that the Council firmly for permission to have this grant now transferred to the w r ork required at Tututohora, mentioned in the first paragraph above. Tlie contractor for the AA aiputaputa bridge lias now completed his contract, and the bridge is open for traffic. Some work is yet required to complete the approaches. _ The ex- j tension of No. 4 Hikuwai bridge f j which was rendered necessary owing j to the slip .during last year’s flood, I lias also been completed. The bridge across . the wash-out under Morotiri on the Mangahawini road, lias also been completed as ""far as the timber work is concerned. Vouchers for the payment of these subsidies have been prepared and forwarded. Adverting to the grants for flood damage amounting to £BOOO made last year by the Hon. Minister for Public Work's, I may he permitted to state here the present position. Of the moneys granted there has been expended: —Mangarofw Road, £225; Tologa-Tokomari#, £262 10s; Toko-maru-Mata. £762 10s; Waipiro-Wai-tahaia. £460; Waiau Road, £175“; Mangahawini Bridge,. £400; Pahii-. Tikitiki, £249 10d; Tokomaru--Pnhii, £800; Te Puia-Paliii. £150; Waipiro-Makarika, £100; ’Tapuwae--roa Valley, - £487 10s;' Tikitiki-Te* Araroa. £125; Waiau Bridges, £425; Waipiro-Te Puia. £75; Kopuapounamu, £250; Awanui Tikitiki, £45; Total, £4991 19s lOd. The above sums have been paid. The following are works completed, and for which vouchers have been' sent: —Auaura Road, £4O; Pakira Road, £SO; Mangahawini Bridge, £125; Wrtiputaputa Bridge, £400; Hikuwai Bridge."£7s; Drawings etc., have been submitted for Tapuwaeroa Valiev Bridge, £‘525; Total, £6206 19s lOd.

The following remain to be proposed for Paliii-Tikitiki balance £450 10s 2d. Reinstatement of bridges : Waipiro-Makarika- Road. £375; Ma-karika-Paekawa, £255;' Waiapu Bridge, £200; Tokomaru-Te Puia, £262 10s; Waipiro-Pabii, £250; Total £BOOO. p ' With reference to these unspent balances of £1793 0s 2d, I would make, the following remarks : (1) Paliii-Tikitiki, £450 10s 2. This is the unspent portion „ of the amount which I presume was" originally meant for Kai Manga. It could now he spent on a 60 foot bridge at the wash-out at Wairoa, or it could be spent on any other portion of the road the Council desired as long as it went for repairing flood damage and the proposals were approved by the Gisborne Office. _ - (2) Re-instatement of bridges, Mdkarika Road. £375. (3) Makarika-Paekawa. £255. I would suggest that the Council apply to the Public Work’s Department to permit the second amount to be put in- with -4,he first, and the two togethfor the erection of a bridge over the Kopuaroa near Pahii. (4) Waiapu Bridge, £2OO. This amount will, no doubt, be included in the expenditure lately authorised by the Hon Minister of Public Works. (5) Tokomaru-Te Puia, £262 10s. This amount was held over pending the report of the Public Works Engineer on the works recommended to be done at the groyne Mangahawini. The Droposal _ for this work having now been received, and provision for its erection being made by. the Minister. I would suggest that the Sum be spent on the portion of the road between McCracken’s camp and Lloyd’s. ■ % . (6) Waipiro-Pahii. £250. This amount could be spent on an v section the Council thinks desirabe, say between Mrs Dewes’ House and the Pahii. ~ , . ' ~ , I may' say that I think it would be advisable to get proposals for the expenditure of these amounts approved ■as soon as possible, so as' to make, sure of the payment of the amounts without 'difficulty later on. As instructed I interviewed the Native owners of -the dumpipg-shed at Tuparoa. At the time I could not get'them'to accept a less sum than £IOOO. I got this in writing and agreed to submit it to the Council. The bridge at Kahurau is dangerous, as some of the under struts have been carried away. The Natives have agreed to allow the road at the Orchard at Rotokautuku to be deviated. The*,alteration would need surveying. I -have laid before the Council correspondence from the Public Works . Department with reference to proposed work at the wash-out at the bio- groyne at Maungahawini. A design for a, bridge 'over the Mangahoanga stream on the Tapuwaeroa road has been prepared. l A plan has been prepared and material ordered for repairs necessary to one of the Hikuwai. bridges', owing , to the rotting of one of the bottom chord flitches. —(Signed) William O’Ryan., . - ■■■,
