BRITISH-AMERIOAN CONVENTION. Australian ard N.Z. Cable Association WASHINGTON, June 16. An amendment to the draft- laws, specifically exempting citizens of neutral countries, has been found necessary. The Senate leaders announced that a serious situation had arisen over the M ar Department construing the draft law to mean that unless a neutral claims exemption when he registers lie will not be exempt. After many neutrals had been dratted some were killed. In some cases they protested after being called up for service. Some of these protests found a wav to tlieir Hoine Governments. resulting in a contention between the Uuited States and certain neutrals, particularly Sweden. -ta rrangements are being made for tlie necessary amendment of the lav. Irishmen and Australians aie exempted under the provisions ot the Britsh-American military convention which is awaiting the Senate s ratification. All Americans m Britain oi Canada between 21-and 31 are liable to conscription in the forces. All Britons in the United Stat-s ot the same ages are liable to be diaf ed into the United States’ army.
