The Bolshevik Press Bureau lias published a secret circular which the German Government addressed for all newspapers in Germany stating that the German commissioners have convinced themselves of the _ dearth of supplies of cereals in Ukraine owing to insufficient sowings last year and small owners secreting supplies. - The circular stated that peasants in Ukraine were nearly all armed against the Germans. .Possibly greater supplies would be discovered with a further advance by the Germans and better results .might be obtained by armed force, but m any case the hope for an improvement of Germany’s food, supplies was exceedingly problematical.
