—Mr. Leslie Reynolds at yesterdays meeting of the Harbor Board presented an .addendum to his report and plans on his proposed outer harbor scheme. This addendum contained details of the estimated cost of the work, and is as given below:—

Personally I do not consider the extension will be found necessary, but should experience after the works outlined in red have been constructed show that extension is requisite, such extension should, I estimate, he covered at a cost of £SO per lineal foot of breakwater. There may he ’a question raised relative to the ingress and egress of barges for up river traffic, but such difficulty, should it arise, could be readily overcome by the construction of gates in the deflecting wall on the Kaiti side of the proposed river diversion. “In conclusion, I desire to thank your Board and the Board’s officials and staff for the courtesy and assistance which has been extended to me during my several months’ investigations, and in doing so I feel that I must refer to the special interest which each and all have taken with regard to the solution of your harbor difficulty.”

APPOINTMENT OF MASTER

MARINERS

TO BE MADE BY THE BOARD. According to the agreement between Mr. Leslie Reynolds and the Harbor Board for the production of an outer harbor scheme, two master mariners have to be appointed tosubinit a report on the scheme produced by the consulting engineer. The shipping companies whose vessels trade to this port were given first opportunity oh making the. selection, but if they failed to do so,; within a month this duty would fall upon the Board. At yesterday’s meeting of the Board it was reported by the secretary that six companies had been written to but none of them had complied with the request. ' By terms of the agreement the Harbormaster was appointed to prepare a separate report. At yesterday’s meeting of the Board the matter of making the appointments was discussed, and it was .decided to refer the matter of selection to the Chairman and the Harbormaster to make the selection the names of Captain Clirisp anct Captain Dryden being recommended. The matter of fees was discussed, some of the members advising economy while others considered that where so much money was involved a few pounds should not be considered in obtaining an opinion on the .scheme. It was finally decided to fix the fees at 25 guinea's. The question was then raised whether it was necessary to have the committee of master mariners, it being pointed out that with the exception of the Harbormaster it was not likely that they would possess the knowledge of local conditions requisite to forming an opinion,. Mr. Preston considered it was an error of judgment in inserting the clause, anil he was quite agreeable to accept the Harbormaster’s recommendation. , Mr Holden said that while possessing complete ..confidence in Captain Carson, still it was a matter which required careful consideration. Mr. Long said that lie had confidence in the Harbormaster, but it would be imposing too great a burden on him. , ' . ~ Mr. Smith said that the Board, it it adopted the scheme and carried it out, wodld be spending the ratepayers’ money. If when the scheme were completed it was feund not to be feasible it would not redound to the credit of tbe Board or those who advised the Board. He advised the carrying out of the agreement.
