GERMAN ATTEMPT TO TRICK FRANCE.

Pichon’s revelations regarding Alsace and Lorraine. says the references to Verdun and Toul appeared at the end of a long despatch, only portion ot which was published in the German White Book. When Van Chaen offered neutrality, he expected M. viviani would accept or reject it. It the latter. France would have borne tlie onus of commencing a world war. If the former, Von Chaen would disclose the humiliating conditions. The trick failed, M. Viviani merely replying that France’s conduct was dictated by her honor and interests.
