MR ‘BISHOP, S.M TO MAKE - OFFICIAL ENQUIRY.
EXTENT OF PROPOSED INVEST! CATIONS.
By Telegraph—-Special Correspondent. WELLINGTON, Nov. 7.' Tlie Government has appointed', a Royal Commission consisting of Mr H. W. Bishop, S.M., to enquire into the general administration and’.con-duct.-of the Gisborne Hospital. The Hon. G. W. Russell told your correspondent that -it was alleged! that the conduct of the institution has not been quite satisfactory and that amongst other things there had been unrest and disaffection amongst members of the nursing staff of the institution. Into all such matters the Commissioner is specifically directed to enquire. - It will he Mr; Bishop’s .duty to investigate the question of the control and management of. the hospital, whether the institution is- efficiently conducted and whether it provides adequate accommodation. The scope of the enquiry will extend to the bylaws, whether the v are sufficient to maintain discipline and whether they have been and are being satisfactorily enforced. On.tile-question of the alleged unrest, Mr Bishop will enquire' as to the truth of the allegation and also, if it is well founded, how long'it has existed and in addition whether it
has been contributed.to by any action or lack of action on the part of the "Board, the Department, or the Honorary Staff. The administrative ability of past and present officials of the .Board will be considered. Further, Mr Bishop will enquire as to whether any outside influence has tended to create or keep alive an v such unrest. It is alleged! that changes in the nursing staff have proved too frequent. This will he a matter for consideration by the Commissioner, as also will be the question of the training of probationers, etc. Amongst other subjects into which Mr Bishop will enquire is that of the number and accommodation of all private hospitals and., whether any medical practitioner has any direct professional interest in any such institution and in particular whether medical men financially interested in such.institutions should have- a seat on Hospital Boards. In general, Mr Bishop is to report as to what steps, if any, require to be taken in order to bring about competent administration and the utmost harmony in regard to the conduct of the institution. The intention is that no delay shall take place in the holding of the enquiry and 1 that the enquiry shall be • as exhaustive as is found necessary.
