BOROUGH COUNCIL.

FOR "'NIGHTLY MEETING

Deputy-Mayor Brown presided over the meeting of the Borough Council last evening. The other councillors present were Crs. H. "'Miller, G. C. Munns. W. Tucker; G. B. Oman, H. E. Hill, F. It. Ball, J. Mouat, J. S. Wauchop. S The Mayor applied for leave of absence from the meeting, having to go north on-business. —Granted.

The Mayor asked the Council to appoint a special committee to go into the question of the matter of the expiry of contract time for completion of sewerage - with a view to speeding up, and the fact that so little was completed and the Council was thereby losing considerably in more ways than one. —Mi* Langlands applied for an extension of his contract time, on account of the very wet weather which he had experienced during the term of his contract. —The matter was ’ referred to the Works Committee for a report. Mrs F. F. Puflett wrote inviting the Deputy-Mayor and councillors to be present at an afternoon tea by the Woman’s Club this afternoon to Sapper Moore-Jones- —Cr Munns considered' it was one of those . matters which every councillor should support. He said Sapper Moore-Jones was lecturing on behalf of the Returned Soldiers’ Association. —It was agreed to accept the invitation and as many councillors as possible attend. Mrs A. J. Craig, Collins Street, drew the Council’s attention to the state of the main- drain in the street which was' not deep enough to carry away surface water, —Referred toengineer with power to act. The Royal Insurance Co. Ltd., Auckland branch, applied for the business of the Council’s Workers Compensation Insurance, quoting terms. —Received. A letter was received from the Gisborne West (Te Hapara) School ■Committee, asking the Council to place warning boards at the corner of Gladstone andl Lytt-on roads leading to Childers road-, warning motorists to look out for children. —It was decided to supply a warning hoard. The resignation of Mr W. R. Coles, shift engineer at the power house, was received per the electrical engineer, Mr W. H. Buswell. The. appointment of Mr J. R. Boss was confirmed.

Mr H. J. Bushnell asked why he had been debarred from quoting for printing required by the Council in terms of a resolution, that all printing should 1 be tendered for. The clerk explained that Mr Bushnell had received more than his share of the printing done. —Letter received. A letter was received from the secretary of the Gas Company stating that as the Council had ordered 25,000 gallons of tar for the past year and only took 8.500, and that as the company had concluded satisfactory arrangements for the sale of their tar, the company could only supply the Council with the 12,000 gallons ordered this vear on the clear understanding that the whole quantity ordered should be taken and if not, that the balance be paid! for as if. taken - Ifc was decided to enter into the agreement. The manager of the Bank of Ae w Zealand, Gisborne, forwarded draft prospectus that the bank proposed to issue in- connection with the first instalment of £15,000 of the £oo,ooo stormwater loan.—-Referred to Finance Committee with power to act.

REPORTS

ELECTRICAL COMMITTEE

This committee reported as under : Tramway administration. This matter was considered at length, when it was agreed, after hearing the manager s * explanation, not to interfere with duties of the,present employees of this department seeing that the new car was almost ready for the road' and that the extra length of track would shortly be completed, when- their services would be fully required. The duties of the manager were also inquired into and it was decided that they should also remain as at present and that he be paid at the rate of £250 per annum. Rolling stock. —The committee are of opinion and recommends accordingly that it would be advisable, to procure a new car similar to the one just purchased instead of renovating the old No. 2 car and acting on such assumption, your committee asked Mr Harris to submit a quotation for same. The attention of the comniittec was also drawn to the necessity of a suitable motor generator for charging. The manager stated that the one in the barn- only provided 70 amps, whereas at least 90 were required and it was decided to write Mr Fenn on the subject and ask Mr Harris to give a quotation for a Lincoln set. Rails - - Your committee notice that the rails on hand are not improving by being stacked in the open and rust is showing b-adlv, therefore the engineer was asked to" submit a price for cleaning, oiling or tarring and housing same. The engineer’s estimate was between £SOO and 1 , £6oo.—lt was decided to allow the matter to stand over at present pending a decision upon the proposed extensions.

WORKS COMMITTEE.

ENGINEER’S REPORT.

In the course of his report, the Borough engineer (Mr D. G. stated-:—The overseer calls attention to the . practice of cutting channels across sidewalks to. let off sto mwater, and leaving same open do the danger of pedestrians. Where it is found necessary to out su<jli channels, proper pipes or small culverts shoulc be inserted at the level or below the level of the sidewalks. The cost .of all labor expended on the cleaning and maintenance of quarry trac v necessary to haulage -of p'ant .andl al l labor expended in serting and. stacl - ing quarry plant (Stanley Ko-a crossing-keeper’s wages not included) and any charge by the Council for repair to roads, amom to £357 14s sd.
