Baron Andrassy has failed to form a Government, and the Emperor lias entrusted the task to Baron Burian, who is regarded as Count Tisza’s political vassal. Baron Andrassy’s failure is considered as a personal failure for the Emperor, who is unable to circumvent Count Tisza’s activities.
