The Times Petrograd correspondent, in a special article dealing with the scarcity of food, after narrating the .sufferings of the poorer people, who are compelled to watt in queues for hours in intense cold, says that-neces-sities, with the exception of tea, have risen two to ten times on peace prices. There are now four meatless days. ’l’he regulations of several Departments overlap and the elaborate procedure results m endless quairelling and dolav before supplies are obtainable. In admitting the inadequacy of the railways to cope with the military and food transport, he says: “No wonder the people are most, angrv with the Government’s inefficiency.
