(Australian and N.Z. Cable Assn.) (Received Jan. 29, 9.5 p.tn.) PARIS Jan. 29. The Matin considers it improbable that Germany will carry out a Spring offensive, and considers rather that she is preparing a vigorous defensive on all fronts, deriving the full benefit of her intense efforts to manufacture shells without risking soldiers. Military critics consider that the German attack on the left of the Meuse portends not a great offensive but an attempt to hamper the preparations for a, French attack, which the Germans fear.
