In t]ie Reichstag Naval Debate, Herr Erzberger, the mouthpiece of the Centre party, declared that no agreement with England could be based upon the abandonment of. Germany’s naval defences. He insisted upon the importance of the upkeep of armaments as a means of employing labor. (Received Feb. 22, 5.5 p.m.) Herr Bannerman declared that the idea was growing in England that Germany’s fleet was not aggressive and the relations of the two countries were improving, but an alliance must remain a beautiful dream. Admiral Von Tirpitz declared that everything showed that Germany must have stronger naval representation abroad and her aim in the next few years must he, within the framework of the naval law, to attain the necessary strength for foreign service. Admiral Von Tirpitz welcomed Herr Bosserman’s suggestion that the fleet should be more strongly represented abroad, and said it was, "besides, a political and economic also a military necessity.
