[UNITED PRESS ASSOCIATION-COPYRIGHT.] (Received Oct. 12, 5.5 p.m.) PEKING, Oct. 12. # President Yuan-Shih-Kai’s Presidential inauguration at Taiho Palace was a brilliant and picturesque eerem<Chen (chief of the mounted police) •has been arrested, and confessed that the southern rebels had bribed him to attempt to assassinate President Yuan-Shih-lvai at to-day’s function. A number of bombs were found on the police premises, and suspicion was aroused by Chen’s anxiety to secure a position neiy the President.
