FREQUENT THEFTS OF PLANS. [UNITED PRESS ASSOCIATION—COPYRIGHT] (Received Mav 14. 11.40 p.m.) ■WASHINGTON, May 14. The Navy Department has issued a statement regarding the loss of uncompleted plans for t-he electric wiring of the new battleship Pennsylvania during the celebrations in connection with, the presidential inauguration. Officials declare that the plans are valueless, but they are alarmed because similar thefts have been frequent- recently.
