The “Daily Mail’s” Constantinople correspondent says a draft agreement is shortly to bo submitted _ to tlie Porte transferring to Britain Turkey’s share of the section of railway southward of Bagdad to Bussora and Koweit, the proposed terminus on tho Persian Gulf, and settling questions affecting Britain in the Persian Gulf. Tho “Telegraph” states that tho Bagdad Railway Company having lent Turkey a considerable sum, obtained a renewal of the right to construct work on tho Gulf section, southward of Bagdad, or, financial advantages for facilitating the completion of the line. Negotiations with tho Porto have been in progress since March, 1911, concerning tlie various countries’ proportionate participation, but have been hitherto resultfess. It is understood that the AngloTurkish agreement deals chiefly with Britain’s special position in tho Other accounts state that after delicate negotiating between Sir Edward Grey (British Foreign Minister) and Germany, the Porte lias now agreed that Port Koweit is to be Turkey’s, subject to Britain’s special _ imprescriptible rights. Hence, it, is anticipated that the Bagdad Company will shortly complete arrangements for a big loan to finish the railway.
