President Huerta is asking the rebel leaders to confer, with the object of securing peace throughout Mexico. Huerta announced that he intended to use ex-President Diaz’s methods if necessary to secure peace and order, no matter what it cost. , THE EX-PRESIDENT’S FATE. (Received Feb. 23, 5.5 p.m.) WASHINGTON. Feb. 23. Mr Knox (Secretary for State) announced that the United States Government intends to intervene to secure the fair trial of ex-President Madero. UNITED STATES WILL NOT INTERVENE.

SPEECH BY PRESIDENT TAFT

(Received Feb. 24, 12.25 a.m.) NEW YORK, Fob.-23. President Taft, speaking at the Peace Banquet, said the United States would exercise every effort to avoid intervention in Mexico. He did not sympathise with the attitude of those advocating intervention for the purpose of gain or tho exploitation of a rich country like Mexico.

Discussing tho peace treaties made with France, and Britain, he said he was deeply disappointed at the action of the United States Senate. It was absurd to talk of getting into a fight with Britain over the Panama Canal _ tolls, but America was ready to arbitrate.
