Buriat Djorjieff lias arrived at Urga from Lhassa. He announces Tibet’s declaration of independence, and the Dalai Lama’s accession. He seeks a treaty between Tibet and Mongolia, also an agreement placing Tibet under Russia and Britain’s protection. He offers Russia and Britain freedom of trade, Avith the right to exploit Tibet’s natural resources, and to construct railways and telegraphs.
