SOUTH AFRICAN CABINET CRISIS.

The only Cabinet changes are that Mr J. W." Sauer (Minister for Railways) succeeds General Hertzog as Minister for Justice. Sir Thomas Watt succeeds Sir David Graaf as Minister for Public Works, and Sir David Graaf succeeds Sir C. Gubbins (Minister without Portfolio). Mr Botha, resents General Hertzog disclosing Cabinet proceedings and states that. General Hertzog unnecessarily asked whether South African interests would have preference over Imperial interests. The true interests of South Africa and the Empire need not conflict and the question was unpardonable. General Hertzog suggests that the Empire is only good so long as it is useful to South Africa.
