Mr D. I. Wheeler, addressing the American Society for the Settlement of International Disputes, argued for submission of the Panama question to arbitration. He said it was inconceivable that the United States should refuse to place the tolls question before an Imperial tribunal such as the Hague judges. She had better lose than act falsely to her plighted faith and honorable tradition of the past 125 years.
