SPEECH BY MR FOSTER, (Received Dec. 19. 9.0 p.m.) OTTAWA, Dee. 19. - Mr Foster (Minister for Trade and Commerce) in the Navy debate, said that at the Imperial Conference of 1909. when it was suggested to build four fleets in the Pacific.' each headed by one great fighting machine, Australia and New Zealand agreed, but Canada withheld her consent. Then the opportunity was lost for doing the most effective thing in securing British naval supremacy for years to come. Now Canada was making an effort- to redeem the past. Mr Foster ridiculed the Liberals 1 contention that because Mr Borden (Premier) proposed to contribute money to duilding Dreadnoughts for England instead of building Canada’s own fleet and manning her own ships, therefore the Canadians were cowardly. He questioned if Australians and' New Zealanders were cowardly because they had contributed to the Empire’s defence for 12 years.
