The ‘'Times” praises Mr ChurchilPs lucid and cogent Memoranda, and adds that the Admiralty has often displayed a genius for effective administration and a native aptitude for evolving new organs as circumstances require for its conduct. The changes now announced are then in a line with this genius, which is a strong argument in their favor. The “Telegraph” says there now commences an important and farreaching scheme calculated to strengthen the administration and fighting efficiency of the fleet, experienced officers dealing with professional matter and Mr. Hopwood acting as Admiralty buyer and business manager. The “Daily News” says that the changes affecting the Third Sea Lord are sound, and should contribute to the improvement of the vital matter of construction wherein foreign competition is increasingly formidable. The “Chronicle” says the scheme spreads the labors of the Board much more evenly, and will make for greater efficiency. Air Churchill has clearly shown that he is on the right road to make even more .adequate reforms.
The “Daily Mail” says the reforms improve the organisation and diminish the complexity of the Admiralty, and will undoubtedly increase its efficiency, enabling the First Sea Lord to devote the whole of his time to problems of war, which are more than sufficient for any brain.
