CANADA AND THE EMPIRE.
LOCAL OR IMPERIAL NAVY? GENERAL OPINION DEEPLY DIVIDED. [UNITED PRESS ASSOCIATION—COPYRIGHT] LONDON, June 30. The Times, commenting on the approaching naval conference with Canadian Ministers, states that Canadian opinion is deeply divided. The party in power regards it as impossible to have a separatist naval policy and common Imperial citizenship. Liberals, on the other hand, are haunted by the fear that the Dominion Avill be drawn into the vortex of European militarism, and this fear is still to be reckoned with. It is vitally important that any action of the dominions should have the national sanction, and England does not desire to dictate its policy. Mr Winston Churchill suggested that an overseas patrol is excellently contrived; to avert such fears.
