Mr. Smuts advocated that while white immigration statistics pointed to the alarming fact that colored people were increasing in greater proportion than the whites, machinery ought to bp established for getting labor there to work at a reasonable living wage. If they were unable they must draw from the countries, where labor was plentiful. (Received Dec. 10, 5.5 p.rn.) CAPETOWN, Dec. 9. Mr Smuts, at Pretoria, emphatically declared in favor of an immigration policy for South Africa.
