THE CONCESSIONS TO GERMANY, HOW THEY ARE REGARDED. All danger of the Franco-German rupture is thought to have passed in London. A portion of the French Congo yet awaits disposition, but there is no possibility af anv further difficulty. On the higliest Downing Street authority England has been kept minuter ly informed, at every stage, of the pro’s gress of negotiations. Though a settlement is unquestiotri ably a certainty as far as present cornu plications are concerned, officialdom is not at all sanguine regarding the future. It is felt on one side that Germany's attitude towards Morocco 'leaves nq doubt as to the Kaiser’s intention to break the Anglo-French alliance if opportunity serves.
