FAVORED BY PUBLIC OPINION. ~ (Received Feb. 9, 10.25 p.m.) LONDON, Feb. 9. The “Times” Capetown correspondent roports that opinion everywhere is tending to accept the capital compromise. It is considered that, owing to the imemnsc distance, it is a. good tiling that Ministerial officials should be obliged to travel about and see the varying aspects of the problems to be considered. Hence the dual capital is welcomed.
