THE GOVERNMENT PROPOSALS. A WIDE SCHEME OF CONSTITUTIONAL REFORM. (Received Dec. 18, 10.17 p.m.) ;u LONDON,, Dec. 17. Viscount Morley, in the House of Lords, and Mr. T. R. Buchanan, in the House of Commons, made state’ments revealing the Government’s wide scheme of constitutional reform . for India. Viscount Morley said 'that a Royal Commission to enquire into the international relations be-, tween the Governments of India and all its subordinate and co-ordinate parts would report in February or March. Viscount Morley said he dis- ' agreed with those who were making the Indian sky darker than it really is. He admitted that there were for- ' midable difficulties, but they must be regarded with the sense of proportion, iS^and,. with Lord Alinto’s intrepid coolness, there was no fear of a general rising, but rather, the risk of a general panic due'to'Anarchists ‘ terrorism.
