SWEATED INDUSTRIES BILL.* EXPERIMENTAL LEGISLATION JUSTIFIABLE. United Pres* Association—Copyright (Received Feb. 23, 4.29 .n.m.) LONDON, Feb. 22. In the House of Commons the Sweated Industries Bill, based on the Victorian legislation, was introduced, and was welcomed by all sections oi the House. Mr. Gladstone accepted a proposal to send it to a select committee after the second reading, but he intimated that the Government would not be committed to the principle of -a compulsory minimum wage. Messrs. C. P. Alien and E. A. Villiers and others eulogised the Australasian Regulations Bill, which passed /the second reading, and was sent to a select committee on Home "Work. Mr. Gladstone thought that the Victorian system would stand the test of time, -but- so far was untested. Some machinery in the Victorian Act was necessary to make it a practical measure, and it would be extremely hard to provide a workable remedy for sweating, bufexperimental legislation was justifiable, owing to 'the wretchedness of the workers. The second reading of the Small Holdings (Scotland) Bill, which is based on the lines of the English Act of 1907. was opposed bv .the Secretary, for Scotland, and negatived by 184 to 44.
