The Eiffel Tower, in Paris, is being repainted for the second time since its erection in 1881). This time it is to be painted in two colors —white from the top down to tho third platform, and the lower part yellow. The operation will cost £3,000, and it will take forty men three months to strip off the old paint before tho new is applied. The repainting is not likely to bo finished until next year. Secretary Cortelyou, of U.S.A., has administered a rude slioc'k to tho accepted principle of the customs service that* all travellers to foreign parts are criminals who wifi smuggle in tho products of European pauper labor if they get a chance. He has adopted rules that give these persons the privilego accorded to others accused of crime of being considered innocent until they are proved guilty. Hitherto, on tho arrival of a ship in an American port tlio passengers have been lined up before a customs official and forced to make oath to the valuo of their baggage. The Government has then set inspectors to work to prove them perjurers. Under tho new rules promulgated by Mr. Cortelyou the passengers will he al.lowed to fill out blanks describing their purchases at any time during their voyage. No oaths will, be required. Before the last day tho declarations will be collected to the turned over to tho customs authorities on arrival. The examination on the mor will bo conducted as usual!, but the preliminaries will be .simplified.
