SEOUL, July 25. Three Japanese warships at Chemulpo landed troops and bluejadkets for Seoul. The Marquis Ito has presented Japan’s proposals to the Korean Cabinet. Although it is not proposed to interfere with the security of the Throne, it is behoved, owing] to the consternation prevailing at the Court, the proposals are of a revolutionary nature.
