Tbo Postal Congress proposal to give Now Zealand a separate vote was oarried by 22 to 20. Sevooteen delegates abstained from voting, and tfcioe wore ftb sent. Tbo British delegates urged the faiinrsi of tbo proposal. Sir J. G. Ward strongly deprecated tbo introduction of national sentiments or political considerations which were within the spheres of Government. He declared that New Zea land’s postal revenue exceeded that of somo others in the Postal Union with a separate vote. If the proposal were rejected it would be unjust, and for reasons outside postal matters suoh a decision would shako confidence in the impartiality of the Poßtal Uoton. Germany and Franoe strongly oppoeed Sir Joseph Ward, while Cuba supported him. Sir J. G. Ward made his next speeoh in French, thankiDg the' Congress. The result was received with an ovation. Additional votes were given to German colonies. Franco, Italy, and Portugal.
