The report oT the committee of the French Chamber of Deputies, on the estimates of the Department of Foreign Affairs, rejoices at France’s abstention from Venezuelan affairs, and recommends an international understanding for making Tangier a neutral and free port. It adds that owing to the situation in Armenia and Macedonia, the Powers ought to make stronger representations to the Porte, and support their representations, if necessary, with force.
