TECHNICAL INSTRUCTION,
By Telegraph—Press Association. Christchurch, last night. The Board of Governors of tho Canterbury College declined to act in conjunction with the Technical Association in rogard to establishing technical classes. It considers that tho law does not allow it to spond monoy in that direction, and that tockuical instruction should bo undertaken by an indepondont body. DISTRESSING ACCIDENT. A young man named Jamos Edwards mot with a distressing accidont to-day Ho was attending to a wator-wheel, and was in the act of placing tho chain on the driving-wheel, when his coat became entangled in tho cogs of tho main-wheel. His left arm was drawn in, and ho was • takon round tho shaft several times, eventually being thrown some distanco from tho wheels, his loft arm being torn off and left hanging in tho wheel. No ono was near at the timo, and ho walked fully ten chains for assistance. Bvory Btitck of clothing was torn from his body. Ho was brought to tho hospital, and was doing well at a lato hour to-night.
