Government Grants.
WHEN ARE THEY TO BE EXPENDED ? Included in the outward correspondence at the County Council yesterday was a communication to (tie Public Works Department asning that the Council he supplied witn a list of the grants made by Parliament for roadin this district, and that, the grants might be committed to the Council's care for expenditure at as a:ly a dav. as possible. The Chief Engineer < > LU ads wrote under date of December 7, enclosing a list of the amonnts appea-'.c on the public works apprnnri. Hons for road works, in the Gisborne cn rict. It was pointed out hv to* wrier that the Council must not ta' e it is actim as an indication that the expenditure would he authorised at an early date. The list of grants forwarded by the Chief Engineer contained forty different works, and the amount voted was over .£18,00(1. The works that ran into four figures were: —Gisborne via Tolago Bay-Hick’s Bay (main road) £IOOO, Gisborne-Rotorua stock track £IOOO, Gisborne-Waikaremnana £I2OO, Gisborne-Wairoa £IOOO, Motu (main road) £IOOO, Waikohu-Motu £I2OO. Twelve of the forty grants were new, and the remainder old votes which had not been expended. In connection with this matter, Mr
Phillip T. Kenway wrote “I am informed that the following amounts are coming to your Council for expenditure :—lnland Waiapu road £SOO, Waimata-Tamvhareparae £250. I presume that both these amounts are intended to go towards the long promised and much-needed completion of the eight mile connection between the Waimata road (at Mr T. Todd’s) and the Tauwhareparae road at Mr Boland’s, much of this being part of the Waiapu inland road. My reason for now writing is that the Iluanui district loan now being raised is for a road to top the Inland Waiapu line where at present there is no road made, and that until that road is made the proposed £2OOO to he expended will he quite useless.” Mr Kenway also pointed out that the £2OO granted for the Tauwliareparae-Arikihi road was evideotly granted in practical redemption of a promise to the settlors from the Government with regard to tho continuing of the formation of the road from Mr Perry’s station through to join the Inland Waiapu, and thence to Tauwhareparae. The Clerk said that about’£4ooo was new money, and would he brought under the control of the Council together with £3OOO which was under the control of the Survey Department. Altogether there was over £IB,OOO
voted. , Cl- Hutchinson: We are pretty much as we were. . , ~ Cr Graham : We should remind tne Government that we get better value for our expenditure now than we can t in the winter time. The money available should he spent as soon as possible. ~ , ~ Cr King : You are right ; the money is or more use to us now. Cr Jex-Blake : We should endeavor to get what we can. Or Tombleson : I would suggest that f,-e, pick out the most important works and ask for the votes to he expended without delay. If we ask for the lot v;e shall probably get none. The Clerk : The best course will he to ask for the votes for the most important works. That is the only plan that has been found to he effectual in
the past. The average amount received by the Counties of Cook, Wairoa, and Whakacane had been for the last three or four years about £3OOO each. The votes had been dragged over six and nine months late, and tho Council could never tell what they would get in any one year. Cr. King did not sec how the Council could pick out the special works. The Government would send them what they liked in the end. Cr Tombleson : It is no use putting tho onus on them to give us what they choose. Wo have always asked for tho most important works to be pushed on.
