LOAN OF £75,000. OTIGE 18 HEREBY GIVEN that the Gisborne Borough Council intends to take the necessary proceedings to obtain tire consent of the Electors to borrow £75,000 byway of Special Loan, the whole loan to be repayable at the end of the Both year after issue. Ist. The particular undertakings proposed to be engaged in are ; a. A high-pressure water supply from Waihirere conveyed to Borough with 12-inch water mam. b. A drainage scheme for the Borough of Gisborne. c Formation and metalling such streets and roads in the Borough as may he decided upon by the Council.
2nd. The sum proposed to he borrowed for such purpose is £75,000, divided as follows : For Water Supply £35,000. For Drainage £30,000. For Street Formation and Metalling £IO,OOO 3rd. The proposed security for and provision for repayment of the Loan is : The whole of the Water and Drainage Works as undertaken, and a Special Rate of not exceeding Is 6d in the Pound upon the annual value of all rateable property within the Borough of Gisborne ; also, surplus after paying for the annual working expenses I'iom water supply rates, as under Ist. In respect of the ordinary supply within the meaning of any Bylaw defining the same, a. The rates may be made and levied on all lands and buildings to which water is supplied, and the amount of each rate shall be based on the annual rateable value as appearing on the Valuation Roll.
The amount of eacli rate .shall be computed as follows Where the annual rateable value does not exceed £l2 Ills, the late shall not exceed 10s per annum. Wdtere the value exceeds £l2 10s the rate shall not exceed 7 per cent on the first £IOO of such value ; and Six per cent, on the second £IOO of such value ; and Five per cent, on the third £IOO of such value ; and Four per cent, on so much of such value as exceeds £3OO. h. Upon lands and buildings to which water can be. but is not. supplied, situate within 100 yards from any part of the Waterworks, a. rate not exceeding one-half of the rates above mentioned, c. Upon all buildings used as Stores, Warehouses, or lor any purposes other than as dwelling houses, a rate not exceeding one-half of tlie rates above mentioned. 2nd. In respect of the extraordinary supply within the meaning of any JJ>law defining the same. Such rates muv tie fixed by any Ilyin v in that behalf, or as may be agreed on subject to any such By-law,
wit!, any person, receiving such supply. yrd. lit respect of any meter provided by the Council for measuring the quantity of water supplied, such annual charges as may by fixed by any By-law in that behalf It. is stipulated that the money be r.nrowed for a term of 3b years, at a rate of interest not exceeding 4 p*r cent, per annum, and that the loan be taken up in instalments extending o.er say. five years. It is contemplated that the pre!imi- ! t,«rv expenses and first year's interest veil be paid out of loan. The extreme annual charge for interest on the loan would be i'3uun.
