[Special to TniEs.j Wellington, last night. It is explained by the Secretary of the I ost and Telegraph Department that the meaning of tho cabled message about Nev? Zealand participating in the Federal mail service is that the Federal Government has agreed to allow this colony to have the full use of tho weekly service on payment of a subsidy on a population basis, instead of at the existing poundage rate. Under tne condition, the colony /•on oqo tont , rib i Ute £ivm, instead of - ,• oo if calculated on the poundage rate, but m addition there will be a charge ffir railage across Australia and across concession is contingent upon the Frisco contract not behm renewed when it expires.
