AVitt, Minister of Finance, complimenting the Czar on the completion of the Siberian railway, described it as the “ historic event.” Tho Czar replied : 11 It is one of the greatest railway undertakings in the world.” London, Nov. 11. The Times says that the railway will boa tremendous factor in Russia’s political, military, and economic expansion.
