The House met at 2.30 p.m. A Bill to make temporary provision for the government of the Cook Islands was brought down by Governor’s message, and read a first time.

A Bill to provide for a colonial seal* of salaries and staffing in public schools was introduced by Governor’s message, and read a first time.

The Licensing Act Amendment Bill (Mr Seddon) was introduced. On the motion for tho first reading Mr Seddon explained that the Bill was intended to remedy certain technical defects in the working of tlie present law, principally in regard to the removal of licenses from one district to another. It was also necessary to give Magistrates discretionary.power in certain cases in regard to the endorsement of licenses, and some provision was required to he made in regard to the sale of liquor at tourists’ resorts. These matters | would ho’ dealt with in the Bill, but it | would not bo an elaborate measure. The j larger question involved in the licensing j laws could be left for future consideration. Tho House resumed at- 7.30 p.m. The Charitable Gifts Bill passed the final stages. ' , The Money Lenders' Bill was considered in Committee, and 'caused several hours’ discussion. Clause 2 was amended to provide that the Act shall not apply, to any person bona fide carrying on the business of hanking or insurance, or any business in the course of which and for purposes whereof ho leijds money at a rate of interest not exceeding ten per cent I per annum.
