THE CZAR IN FRANCE.
gy Telegraph—Press Association—Copyright Paris, Sept. 18. There are thousands of visitors at Dunkirk. M. Loubet and Ministers aboard tho warship Cassini, and with twelve torpedo destroyers attending, went seaward to meet the Czar. Much enthusiasm prevails.

When tho warship Cassini met the Russian Royal yacht Standart, the roughness of the sea delayed M. Loubet in getting aboard. The Czar and Gzuritza, who suffered sea sickness ’during tho voyage, greeted M. Loubet warmly. They expressed satisfaction at again being under the French Hag.
Tho Czar reviewed the French Northern Squadron. The review did not include any submarine mameuvres.
M. Loubet, standing, Hrst received the Royalties at Dunkirk. Six thousand pigeons were released, and this announced the landing. The Mayor presented the Czar with bread and salt fish. Ilis wife presented the Czaritza with the traditional silver fish upon a crimson cushion. At tho Chamber of Commerce luncheon Mr Loubet toasted the Czar, remarking that the visit was a special compliment to the army and navy which were objects of his incessant solicitude.
