LI HUNG CHANG BEING FOUND OUT.

Hong Kong, Aug. 25. The Chinese accuse Li Hung Chang with capitulating to the foreigners over the matter of the protocol. A number of officials have petitioncl the Emperor to punish Li Jlung Chang for the betrayal of his country.
