London, Aug. S. ■ The Court goes into mourning for the Empress to-day, changing on the 29th, and resuming half-mourning for Queen Victoria till September 19th. The Navy and Army wear mourning until the 19th. It is the King’s desire that the programme of the Duke and Duchess ot Cornwall’s tour should not be modified, consequent on the death of the Empress Frederick.
Tho London and India Dock Companies have increased the dues, which arc expected to yield an additional £'90,000 per annum.
The direstors of the London and Globe Finance Corporation desire compulsory liquidation. The racehorse Louis XIII. has boon shipped to Sydney to the order of Mr H. C. White.
Vienna. Aug. 8. Three attempts have been made in two months to explode a powder magazine at Vienna. The sentries shot and killed a man who crept within ten yards of the magazine. Count Waldersec, returning from China, has arrived at Cuxhaven.

11l the Assembly, the Treasurer’s Financial Statement shows that the revenue for the past year was £1,055,000, anil the expenditure .£92-1,000. It is estimated that the present year will close with a deficiency, and that the State have lost a round one hundred thousand by joining the Federation, oven under the most favorable circumstances. Claims totalling over £04,000 have been made in connection with quarantining operations during the plague outbreak. A little over £IO,OOO has been recommended to be paid. The Premier has promised to stop further enlistments of men for South Africa, now proceeding in Sydney, without his knowledge. Ho said ho considered the State had gone as far as was necessary in the way of sending troops. The Women’s Franchise and Industrial Arbitration Bills have been introduced into the Assembly. The latter is almost similar to the Bill introduced last session, with an important addition in the proposed establishment of boards of reference.

Mr Audloy Coote, acting on behalf of a German company, has applied to the Federal Postmaster for permission to lay a cable from German New Guinea to Queensland. No details are given, but it is understood it is hoped to have the landing-place in British New Guinea.
