The Lieutenant-Go-vernor’s speech was of a democratic tone. It referred to tho inauguration of the Commonwealth, the death of tho Queen, and the accession of the King. It promises to increaso technical education with Chair bursaries, enabling pupils attending bush schools to reach tho University. Special attention is given to the industrial conditions. An improvement is to be made in the Factories Act. Provision is to be made for better accommodation for shearers and other bush workers. It is proposed to set apart in tho vicinity of Sydney, and other centres of population, a fair area of Crown lands, to bo let in blocks varying in size from half to ten acres, upon long terms of tenure, at a rental not exceeding live per cent on tho capital value. Parliament will bo invited in view of the great importance of the pastoral, agricultural, dairying, and fruit growing industries to send experts to Great Britain, Europe, South Africa, India, and tho East for the opening up of markets. Steps will be taken for tho bettor classification of applicants for Government relief, as there is reason to fear that the concessions already granted have been in some cases abuse I. Tho finances show a general revival of prosperity. Owing to federation, thoro is no longer any reason to keep alive party differences upon the question of freetrade and protection, which so long distracted the people from the steady pursuit of social reform.
