The War Loan Bill.

Sir Michael Hicks-Beach, in the House of Commons debate on the Loan Bill, said it was premature to fix the Transvaal’s contribution to the war. He approved of Mr Balfour’s proposal to tax mining profits, though he had doalt too tenderly with the mines in connection with the abolition of the dynamite monopoly. In the House of Commons, Mr Balfour appealed to the Opposition to cease from making speeches causing a prolongation of the war. The Liberal Imperialists were prepared to concur with any reasonable resolution of confidence. Sir H. Campbell-Bannerman is maintaining an independent attitude in regard to the war.
