In ,an address to the Essex Liberal Federation, Mr Asquith declared that tho South African war was tho most humanely conducted. No man in tho Empire, ho said, was more penetrated with the spirit of humanity than Sir A. Milner. It was impossible to restore tho status of tho Republics, but ho hoped to seo a free federated dominion on tho model of Canada or Australia. Mr Austen Chamberlain, speaking at a Conservative luncheon in London, declared that tho meanest scribbler on tho meanest journal never made a moire infamous or unfounded chargo than that made by Sir H. Campbell-Bannerman, alleging the barbarity of Lord Kitchener or the army.
