Mr Chamberlain, in a spooch to tho Independent Oddfellows, at Birmingham, invited tho frioudly societies to present to Parliament a scheme for a basis of Stato. aid only to poor and aged who made provision themselves through such societies. He said a universal old ago ponsion was absolutely impracticable, as it would ontail a Stato expenditure of thirty-fivo \millions yearly, and would discourago thrift.
