A DISORDERLY SCENE.
1 STRANGE CONDUCT AT A HARBOR BOARD MEETING. (By Telegraph—Press Association.) New Plymouth, last night. The Harbor Board meeting to-day was very exciting at times. There was more than one conflict over the chairman’s ruling. A most unusual incident occurred. One of the members, unknown to tho others, locked the Board-room door. This was an outcome of last meeting, when bis motion in reference to the appointment of Government nominees lapsed for vyant of a'quorum, the' three Government’ members having retired before the motion was put. There was great confusion and uproar when the door was discovered to hs locked. Attention was called to the illegality of the proceedings. Eventually the door was opened from the other side by another key. When the chairman put the motion several members were standing and loudly talking at the same time. No opportunity was given for an amendment and no vote was actually taken, but the chairman declared the motion carried and vacated the chair. The meeting ended in confusion,
